The documentary Barging Through London, an 11-minute silent film, was made and released in the UK in 1924. It was directed by Harry B. Parkinson (1884-1970) and Frank Miller (fl. 1916-1938). The identity of the cameraman is not known.
The film includes a shot of the Regent's Canal Dock, East London with moored shipping and some buildings; in the foreground is a canal lock; there is no motion. The uploaded image comprises a single still from that shot. It is therefore a photograph of a stationary scene.

1. If a single still from Barging Through London is classified as a photograph within the meaning of article 6 of Directive 2006/116/EC, the identity of the cameraman is not specified and is unknown. By virtue of article 1.3 of the Directive, the copyright, if any, expired in 1924 + 70 years = 1994.
2. Barging Through London could be classified as a first fixation of a film within the meaning of article 3.3 of the Directive, but that would not apply to a still. It anyway would have entered the public domain in 1924 + 50 years = 1974 at the latest.
3. Since Harry B. Parkinson died in 1970, Barging Through London could be classified as a cinematograph or audiovisual work within the meaning of article 2 of the Directive, and this work would be copyright in the UK. But Parkinson was an author of the cinematograph - the moving picture. He was not the author of the still which is neither a cinematograph nor audiovisual.
