«Прямоугольное полотнище с отношением ширины к длине 2:3, воспроизводящее композицию герба муниципального образования „Порховский район“ с заменой геральдических золота, серебра и лазури соответственно жёлтым, белым и голубым цветами».

Описание герба: «В лазоревом поле, под выходящей из серебряного облака дланью, на зелёной земле — золотой каменный зáмок в виде двух башен (с окнами в цвет поля), соединённых понижающейся влево зубчатой стеной со сквозным проездом».
