Not replaceable with free media because (WP:NFCC#1)	There are few if any surviving images of John Shepard III. He died in 1950, has no living relatives, and his network went defunct in 1967. No-one knows where the files from the Yankee Network ended up, assuming anyone preserved them.
Minimal use (WP:NFCC#3)	There are few if any surviving photos of John Shepard III, and as a media historian, I am pleased I found this one at a flea market sale of old photos. This image would be the only photo in a long article about his life and career.
Respect for commercial opportunities (WP:NFCC#2)	See above. (He is long deceased, with no living relatives and none of his personal files seem to have survived.) I have already used this image in one of my books and I encountered no problems doing so.
Other information	The subject of the photograph has been deceased since: 1950 It will be very helpful to the article about broadcast pioneer John Shepard III to have a photo of him included.
