Propaganda?

I don't see why "Storm over Asia" should be labelled as a "propaganda" film: this could be biasing the quite high artistic value of the movie, and, besides, was "Stagecoach", to name one, not propaganda itself? Each of the two films stresses out what was thought to be the best state of society: the former emphasizes communism, the latter emphasixes the "American way of life". We could not like Stalin, of course, but have been all American presidents – to make the comparison – kind of saints?
