This was originally deleted after a talk page discussion for failing to satisfy fair use criteria, as all subjects are alive. DRV overturned that deletion, given the new argument that the photo portrays all three together while in office, something that is now impossible to replicate. Keep If this were just used for identification of the individuals, it would be replacable. In fact it depicts a situation, a specific moment in time, as stated in the fair use rationale: "it shows three of the key figures of the Fifth Labour Government of New Zealand together, at a unique time in New Zealand's history when all three positions were occupied by women. Dame Cartright has since finished her term of office and so this combination will never be repeated ... This photo was taken at the occasion when the last of these three people gained her office so this was a unique occasion." It therefore has a symbolic and iconic quality. The image provides information not obtainable from text and allows the reader their own perception of the relationship demonstrated through body language, facial expression etc. No one would suggest that this image could be replaced by three separate photos of the individuals taken at different times. Keep, and perhaps rename to a more appropriate title, since this is not just about Margaret Wilson. New Zealand was the first country in the world in which all the highest offices were occupied simultaneously by women, between March 2005 and August 2006: the Sovereign Queen Elizabeth II of New Zealand, Governor-General Dame Silvia Cartwright, Prime Minister Helen Clark, Speaker of the New Zealand House of Representatives Margaret Wilson and Chief Justice Dame Sian Elias. Some might argue that Theresa Gattung as CEO of the largest company, Telecom New Zealand should also be part of the list; she was 49th on the 2006 Forbes list The World's 100 Most Powerful Women. There is no photo in existence of all of these people together, or any to my knowledge of more than these three together. Further, this photo shows three of them at the time when the last of them entered office. This photo thus is the start of that historic era. Dame Cartright finished her term of office in August 2006. Image improperly tagged as being under the public domain via release of the copyright by the uploader of the article, who is not the holder of the copyright, as the image is a scan from the Bleach manga, which the user admits to in the image's summary.
