It takes as long as it takes. Drafts are reviewed by volunteers, and which ones they review and the order they are reviewed in are up to them. You only submitted this three weeks ago. Did you read the tag on your draft? It says "Review waiting, please be patient. This may take 2 months or more, since drafts are reviewed in no specific order.
