Separation of church and state?

The caption claims that the HRE's eagle "represents the separation of church and state". I haven't been able to find such a claim in either double-headed eagle or Reichsadler. Instead, the former article states that

In Byzantine heraldry, the heads represent the dual sovereignty of the Emperor (secular and religious)

which is quite the opposite of what is claimed, and the latter describes the HRE use of the double-headed eagle as

meant to embody the reference to the Roman tradition [...], similar to [its use in] the Byzantine Empire.
