Calculation of turnout and vote percentage in multi seat wards

The turnout in a ward where more than one candidate is to be elected is not the sum of the votes cast. As an example in Diss Ward there were 9368 votes cast but only 3681 voters cast a valid vote. The denominator in the percentage of votes cast column should therefore be 3681. Hence for instance, Mr Kiddie received 49.1% of the possible votes he could receive rather than the 19.3% quoted.
