"among the first ten women to receive a pilot's license.[1]" maybe you meant among the first ten women to receive a pilot's licence IN UNITED STATES because otherwise it's totally false. If you need evidences that simple, name of 20 women aviatrice licences before 1914 : Elise Deroche, Marthe Niel, Marie Marvingt, Jane Herveu, Hélène Dutrieu, Marie-Louise Driancourt, Harriet Quimby, Lydia Zvereva, Matilde Moisant, Hilda Hewlett, Amelie Beese, Beatrix de Rijk, Yedovkiya Anatra, Lioubov Golanchikova, Mrs Beauvoir-Stoks, Winnifred Buller, Julia Clark, Katherine Stinson and Bernetta Miller.

About women licenced in United States I have the following names :

Harriet Quimby Matilde Moisant Julia Clark Katherine Stinson Bernetta Miller

The had their licence in 1911-1912, so do you really think that between 1912 and 1929 only 5 women earned their licence ?!

Then if you read carefully your own ressource you can read : "Mrs. Noyes has been flying since 1929 and was one of the first ten women pilots to receive a air transport license" air transport license in not synonym of pilot licence...

Have a nice day. Or not.
