Why is Guardi described as Italian and not Venetian?

Having been born in Venice, during the reign of the then extant Venetian Republic, must he not be described as Venetian, and not Italian? To cite a precedent, Venice’s last Doge, Ludovico Manin, who was born after Francesco Guardi, is referred to as Venetian in his Wikipedia article.
