Effective date?

When does this designation take effect? So far, there aren't any news reports, as far as I can tell, that have announced the change to the public. The AASHTO report doesn't list an effective date, either. Google Maps has yet to change its maps accordingly. So when does the change officially take effect as far as drivers are concerned?
