Blagoveshchensk

I'm not familiar with Russian divisions so I wasn't sure what to do with the below localities listed as belonging to Blagoveshchensk in their articles.

Thee are rural localities as well. In Russia, there are two types of divisions, administrative and municipal (which people often mix with each other). In both types of divisions, there could be third level divisions of two types: raions and cities of subject significance / urban okrugs. Blagoveshchensk is the city of oblast significance (municipally incorporated as an urban okrug), which can be viewed as smth similar to a raion. (There are other cities of oblast significance in Amur Oblast as well). Such divisions can contain (and do contain) rural localities.
