This fellow's on the Chicago City Council, as I understand. Surely that makes him eligible for WP:POLITICIAN? From WP:POLITICIAN:

Generally speaking, mayors of cities of at least regional importance are likely to meet this criterion, as are members of the main citywide government or council of a major metropolitan city.

While this is "generally speaking", I think Chicago qualifies as "a major metropolitan city".
