Peel was born in [[Singapore]] and spent a portion of his childhood in Africa, being educated at [[Private schools in the United Kingdom|private schools]] in England. He studied at [[Brasenose College, Oxford]] where he completed a [[Bachelor of Arts|BA]] in modern languages, studying French and Spanish. He then completed a [[Graduate Diploma in Law|diploma in law]] at [[City, University of London|City University London]].<ref name=":0" /><ref>{{Cite web |date=2020-09-11 |title=High Court Appointments |url=https://www.judiciary.uk/announcements/high-court-appointments/ |access-date=2022-04-23 |website=Judiciary UK}}</ref>
He was [[Call to the bar|called to the bar]] at the [[Middle Temple]] in 1990. He [[Queen's Counsel|took silk]] in 2010, was appointed a [[Recorder (judge)|recorder]] in 2011 and a deputy High Court judge in 2016.<ref name=":0" />
