There is extremely little independently confirmed information about Sarraff at this point. Some bits of information are not just unclear but in open dispute. If in doubt, I suggest always to state the specific source of the information in the text (eg "according to a Reuters report" or "according to Cohen/Gaede/unnamed government sources...") until there is convincing or independent confirmation — not very likely to appear anytime soon.
Much of what has recently been said and speculated about Sarraff is disputed by Bill Gaede, a key collaborator of Cohen, Cohen's wife and Sarraff in the early 1990s. Although not yet taken up by any quotable secondary source, as far as I am aware of, Gaede offers strong enough evidence to back up his words for us at least to be cautious of whatever media report we immediately accept to represent an established fact in this murky case. There are doubts about the worth of Sarraff's information to CIA and FBI (originating from those agencies!), about the causal relation between whatever information Sarraff could have provided before his arrest in 1995 and Ana Belen Montes' arrest a full six years later, his portrayal as a cryptography expert, and other details. Gaede admits that at least part of his motivation is to prove Jose Cohen a liar, but what he presents is still interesting.
