An advertisement?

This article reads like an ad for the World Bank. It ignores the blame the bank has deservedly earned for its directions to Russia in the immediate aftermath of the collapse of the USSR, and the 'Chicago School' economic approach that led to the huge disparities in wealth in modern Russia.
