Creation of the Arizona Territory?

In the biography section there is no information to support the opening statement that Warner "participated in the creation of the Arizona Territory" and there is no reference for that statement. He must have done more than open a store to earn that credit? JEH (talk) 17:12, 26 December 2011 (UTC)[reply]
