That's not what tagging a page for notability concerns means. It means in it's current form, the article does not meet notability criteria. That's why the tag says, "The topic of this article may not meet Wikipedia's general notability guideline" and does not say, "The topic of this article does not meet Wikipedia's general notability guideline".
