I hope you like the article. I found some relevant and up to date documents. However, the article does not contain precise information on every issue and will need to be updated from time to time. In particular, questions remain on the situation in rural areas.

Questions

The most urgent gaps of information are summarized in the following questions:

  • Are there any indications whether the MDG targets or the targets of the national government on water supply and sanitation will be reached?
  • The data on water quality and continuity are very poor. Any help or references are welcome!
  • Are there any plans to improve and/or extend wastewater treatment?
  • The history section in the article only deals with urban areas (Kampala). Is there any information on past developments in rural areas?
  • It is not clear who is responsible for sanitation services in urban and rural areas. I suppose that household sanitation is included in the water supply responsibilities, whereas responsibility for public sanitation (e.g. in schools and public places) is vested in the respective national ministries. But I would like to see an official document which clearly confirms that.
  • When did the Ministry of Water, Lands and Environment change its name to Ministry of Water and Environment and what happened to their former website http://www.mwle.go.ug/ ?
  • Any assessments on NRW and staff per 1,000 connections in rural areas?
  • Are there any plans for an independent regulatory agency in the sector?
  • Is there any information on water metering coverage outside of the NWSC areas?
  • I would also like to include more investment figures, which clearly indicate the expenditure in the sector, divided by source: external donors, national government, NGOs.
  • In the last section about external cooperation, information about more projects and/or donors is welcome!

Missing documents

I was not able to find the following documents online. If anybody has access or knows how to access them, please let me know.

  • Performance Contract for the period 1st July 2006 – 30th June 2009 between GoU and NWSC
  • Sector Performance Report 2007 by the Ministry of Water and Environment
