Xu Zhonglin (writer) → Xu Zhonglin – The dab page was created in 2007 and nobody has created Xu Zhonglin (politician) since then. Regardless, the 16th-century novelist is clearly WP:PRIMARYTOPIC as over 90% of search results on "Xu Zhonglin" are about him, and a hatnote is sufficient in a WP:TWODABS situation.
