FDC query

I thought I should take a look at the FDC proposals. I'll try to read them all completely, then offer some thoughts, but I have an initial question.

Do you know if anyone have pulled all the numbers in the proposals into a spreadsheet? I'm trying to look at some metrics so starting to create my own. It won't be that hard, but if someone has already doe it, I could save some time.--SPhilbrick(Talk) 18:45, 17 October 2013 (UTC)

Yes, we have a really complicated spreadsheet with loads of data in it. I'm not sure that it is in a format that can be shared, though. It is not complete yet, and that might cause some angst. I'm check and see, and then get back with you right away. FloNight♥♥♥♥ 19:10, 17 October 2013 (UTC)
Don't go to too much trouble. I'll share my preliminary concerns, just in case you have any observations. I notice that some of the requests are for a substantial portion of their entire budget. My preliminary thinking is that I would be much happier if the chapter was raising a meaningful proportion of their total funding plans. I haven't fully thought through what the reasonable ratio should be, but some of the requests are upwards of 90% of the total funding. I thought it might be useful to look at a few metrics:
  • Requested funding as ratio to total funding
  • Requested funding per member
  • Requested funding as a ratio to prior year's funding (I know you already look at this, and there are some understandable exceptions, however, it might be useful to see a table or graphic with a summary across requests) A surprising number are in excess of the "expected" maximum.
Thanks for your suggestions. I'm pleased to see you looking over the proposals. Jessie Wild of Learning and Evaluation Program is working on getting the data in a spreadsheet for us. Right now it is a "living document" and not fully complete. She has several graphs and charts included. I remember that she included that data about members and editors and has a place for looking at the ratio but its not completed yet. We also have some graphs related to funding from last year to this year.
I agree with you that a surprising number of proposals go above the amount of growth that is indicated that we will fund. We tend to evaluate the smaller chapters who are doing there initial hiring and furnishing an office differently than more mature organizations. There is going to be a big bump with the first hiring of full time staff. We also are closing looking at the amount of unused funds from last year. It is pretty common for chapters to over estimate there ability to get staff hired and programs up and running. We encourage them to be modest in there planning along these lines.

I'm on board that startups need to be evaluated differently than established chapters. One of my concerns arising from a technical term in finance called off-balance. It is not exactly on-point, but close enough. I don't know the aggregate funding availability, and it is possible you anticipated this, but I'll explain. If your guideline for growth is 20% because you expect to have 20% more fund to disperse, you might think you are in fine shape. Some will be a little below, you can always limit them to 20%, and if a few are a little over, you may have enough due to a few coming in below. However, a problem occurs if potential recipients rarely come in below the limit (why should they), and then there are a few that are well above for legitimate reasons. Every funding request may seem reasonable, yet the aggregate might be more than is available. Again, I do not know the aggregate availability, and you might have some flexibility, but some of the request over the guideline seemed plausible, and I had noticed many far below, so I wondered how the aggregate numbers stacked up. That's one reason for wanting a spreadsheet, to see how the aggregates turn out. My apologies if I'm explaining things that are obvious to you; I don't know you and this may be second nature to you.
My preliminary reactions are generally positive. There are a lot of interesting initiatives, both completed and planned. I hope the chapters are reading each others proposals. For example, I noted one chapter has a plan to do a major project on World War I and a different one have an initiative to do something related to World War II. They obviously should talk. I also note that some present financials using Wikitables and some use google.docs. I think google.docs is a good plan; it might allow some of the newer chapters to borrow formats from the established ones. There might even be advantages to coming up with a superset, which might allow aggregations to be calculated, if they have any value.--SPhilbrick(Talk) 00:33, 18 October 2013 (UTC)

I agree that sharing ideas between chapters will benefit everyone. We're encouraging people to talk about their failures as well as their successes. There is informal sharing happening. But there is also going to be more chances for organizations to share at international events like Wikimania and the Chapters Meeting. Additionally by requiring organizations to publicly state their programs and link them to goals, everyone can learn from each other. It is impressive to me to see the different types of projects! I did two crude analyses.

I haven’t yet used these to ask any questions on the specific proposals for two reasons:

  1. There may be flaws in my assumptions, so I would like to see if you have any reactions before I ask questions at the specific proposals
  2. My observations so far aren’t on the specific merits of any individual proposal, but a review of how they stack up against each other, so it may be difficult for respondents, who may be familiar with their own, proposal, but not the others, to comment.

My first analysis was to look at the funding request as a ratio to the number of members. The obvious potential flaw is that membership counts may not be comparable. I don’t know enough about the respective chapters’ membership criteria, but hypothetically, if one chapter required non-trivial, while another signed up anyone who asked, the counts would not be on the same basis. I don’t know whether there is anyone who can adjust for this, but I’ll present my observations. My goal isn’t to identify a metric that can be used to reduce or increase funding amounts. Instead, I hope this can be used to identify some questions worth asking.

In the FDC/Member chart, Israel sticks out. The amount per member is more than 3 times the next highest amount. Is there some reason to think that Israel has an artificially low number of members? The average funding request (in USD) is 705. That might be artificially low due to the high membership of Deutschland, but the median funding request is 2131. What about the planned programs of Israel justices a funding level five times the median funding request?

The extreme of Israel shouldn’t hide the questions for WMUK and Argentina, both with requests well above the averages and median. I know WMUK has a great track record for projects, but they also have a better opportunity for outside funding than many other chapters. Argentina is in a different situation, but the third highest funding request (as a ratio to members) deserves some questions. The other metric I looked at was ratio of FDC request to total budget. Leverage is something all chapters should be seriously pursuing. In fact, one can argue that Wikimedia is built on leverage, persuading literally millions of people to donate free time to build an encyclopedia and other deliverables, while requiring an amazing model amount of cash for certain activities. That concept should carry down to the chapters, who should ask for some amount of funding from the FDC, but expected to leverage that funding in several ways:

  1. Direct donations from members
  2. Corporate and institutional funding
  3. In-kind contributions

I don’t know that the FDC has the stomach or the option for concepts such as challenge grants, as used by public broadcasting funding pleas. I understand the planning challenges created, however, in some cases, the chapter is looking to the FDC for almost all funding. Six of the chapters are looking to the FDC for more than 80% of their total funding with two above 99%. While Serbia explained the cultural challenges leading to this ratio, it seems difficult to imagine that several chapters are saying they are unable to raise one tenth their desired funds on their own. I don’t wish to use this crude metric as a club, that is, I wouldn’t propose a rule that says the funding cannot exceed x% of the total, but I think it would be worth serious discussions with the chapters about alternative funding options.--SPhilbrick(Talk) 18:10, 19 October 2013 (UTC)

I definitely think you are on the right track with your analysis. From my perspective, unless the chapter can show that the funds are being used on a project that directly benefits the Wikimedia movement as a whole, the chapter needs to be utilizing other local funding sources, too. Every situation is going to be different, and some chapters just beginning to professionalize may not be able to do it early on if their first hire is not an experienced fundraiser.

I can only speak for myself for now, but I think FDC will continue to move towards not being the primary source of funding for organizations. This would be especially true for those located in the wealthiest regions.

That's an excellent point, that funding is more justifiable if the project has broader implications than just local. I agree with you that local wealth is relevant. I note that Germany is probably the wealthiest country, and has both the lowest funding ratio and the lowest per member, so that works out.
In terms of benefiting the whole community, one of the programs that particularly intrigued me is the Wikipedia in jail program of the Swiss Chapter. Business Insider

I recently came across an article in Business Insider, which claims that you said "getting paid to write a Wikipedia article is a violation of Wikipedia’s terms." I thought, hey that's weird, actually about 10-15 percent of our GA company articles I wrote personally for pay and I find that the community is equally supportive of my paid and volunteer contributions. And with the Wiki-PR bit it was mis-representing their affiliation (also against FTC astroturfing laws) that violate Wikipedia's terms of service; not the financial connection itself but lying about it.

Thanks for inquiring. Business Insider took my comment out of context. My interview was about how Wikipedia detects paid editing that violates policy and guidelines, and terms of use. We spoke of the various ways that "paid editing" can led to violations of policy, guidelines, and terms of use. The emphasis was on the negative side of "paid editing." Though we have a massive snowstorm coming up, spring is just around the corner! Personally, I am looking forward to warmer weather.

An exciting month of wiki events!

Hello there,

I am pleased to say that April will be a very exciting month for Wikipedia in Washington, DC. We have a lot of different events coming up, so you will have a lot to choose from.

First, a reminder that our second annual Women in the Arts Edit-a-Thon will take place on Sunday, March 30 at the National Museum of Women in the Arts.

Coming up in April, we have our first-ever Open Government WikiHack with the Sunlight Foundation on April 5–6! We are working together to use open government data to improve the Wikimedia projects, and we would love your help. All are welcome, regardless of coding or editing experience. We will also be having a happy hour the day before, with refreshments courtesy of the Sunlight Foundation.

On Friday, April 11 we are having our first edit-a-thon ever with the Library of Congress. The Africa Collection Edit-a-Thon will focus on the Library's African and Middle East Reading Room. It'll be early in the morning, but it's especially worth it if you're interested in improving Wikipedia's coverage of African topics.

The following day, we are having our second annual Wiki Loves Capitol Hill training. We will discuss policy issues relevant to Wikimedia and plan for our day of outreach to Congressional staffers that will take place during the following week.

There are other meetups in the works, so be sure to check our meetup page with the latest. I hope to see you at some of these events!

Deletion of Robert Sayre article

The article you deleted (and replaced with a redirect) had been on Wikipedia for five years. I disagree with your decision to unilaterally wipe it out without an RfD vote. Sayre is notable by virtue of his co-authorship of the Atom standard, an important and widely adopted technical standard in the syndication community, and none of the personal information in the article was controversial. As someone who wants to see better encyclopedia entries for the authors of popular Internet standards on Wikipedia, I don't see why Sayre's entry should have been wiped out in its entirety instead of improved. Also, you said on my Talk page that we need to be cautious about not invading the subject's privacy with things that are private information. I agree with this, but there was nothing in the entry of that nature. Looking at caches from other sites, I see one thing about a personal health battle overcome in childhood, but I think that was cited from Sayre's own writings from his blog on Mozilla. Depending on how "part" is the "part time", that seems like a dreadfully meager stipend. I wish you luck in advancing factual information on Wikipedia, regardless. Hey Sydney,

At this point, the article's hopeless, but I'm curious about the subject now. Can you give me a link to one of those many sources that talks about how a person develops epilepsy? A lay source is just fine, since that's what most of our readers will be looking at and therefore that's what our readers' expectations will be formed by. I haven't been able to find one. I can find plenty of sources that use the word "unknown" to describe the mechanism of epilepsy, and I find plenty of sources that talk about the well-understood mechanism of having a seizure. However, I find zero that identify a mechanism of getting epilepsy.

To be clear, I'm looking for a mechanism that can go in a section on the mechanism of epilepsy itself, not a section on the mechanism of having a seizure. (Act now, or someone will revert those links.) WhatamIdoing (talk) 15:49, 17 October 2014 (UTC)

Robert Sears (physician)

I've removed BullRangifer's reinsertion of the problematic material, but I've looked into the problematic section you removed. The "Consequences of epidemics" section directly connects Sears to the patient, but goes much farther by implying that Sears is responsible for the "epidemic" (since when is less than dozen people an epidemic anyways?). Aside from using Huffington Post comments - Sear's clearly gave context, the doctor is not liable for patient's parents who refuse. WebMd even has Sears suggesting the vaccine in the normal schedule and but advising to getting the first dose before the child enters daycare or school. CDC has some context on the timeline. All the background essentially points blame at Sears for it because the parents apparently did not want to get their child vaccinated (info is lacking here), but has no problem pointing it at Sears who is not even the sole pediatrician who cared for the child. It is not fit for a biography because it implies responsibility where he has none. It was a good removal. ChrisGualtieri (talk) 07:01, 5 February 2015 (UTC)

There seems to be a disconnect with some users about BLP - frankly - it is troubling and increasingly hostile. I am particularly concerned by Brangifer's actions and have warned him of the discretionary sanctions. The editors do not want to listen to someone who disagrees with them and while expected - spells a problem for the article's growth and neutral presentation. Any advice on how to proceed? I wish he had held such concerns for my feelings when he very rudely made strong and repeated personal attacks on me in multiple venues and outright lied "spoke untruths" about what I had written. He did it because his reading comprehension is sadly lacking, so I'll drop the "lie" part. That's a question of motive, so I'll just consider him misguided and rash. FloNight - I am being stalked and repeatedly harassed by NeilN. This editor refers to me warning a user named Cwobeel for edits which included restoring "He is of racist persuation and wanted to have the police officer not prosecuted at all, so he deliberately presented a false witness to the Grand Jury (witness #40) whom he knew in advance was not there and was lying. This carries a mandatory disbarment as per the Missouri bar. McCullough is proud of his lies and openly incriminated himself by admitting this." to the lead of Robert P. McCulloch (prosecutor). I recently took Cwobeel to Arbitration Enforcement on a different matter and he was blocked and sanctioned with a restriction.[1] Sorry this drama came to your stoop, but NeilN's rhetoric is not helping. Ugh - This is not worth the headache - this sounds like the fuss of Guerillo courtesy blanking the GG case. I did not say FloNight made a BLP violation, I removed it from the talk page because it implies Sears is responsible for the "epidemic" of 11 cases and has been repeatedly reinserted back into the article against WP:BLP. This TV-fueled drama blunts the senses and reduces civility. Next it will be arguing that Putin has Asperger's and autism.... FloNight, sorry, but I'm staying out of this sphere of drama. I've received personal attacks and I'm not up for getting any more death threats. The foundation knows about the last one, so I'm staying out of this. OMG! Seriously. We have something in common. My death threats, and threats against my children, came after I unwisely shared some content from a book I was writing about chiropractic. Their threats were very plain, and my life has been totally uprooted since then. The threats got even worse during my ArbCom proceedings. Hi Sydney (and talk page stalkers). I've been writing an article with Staceydolxx on Angela Hartley Brodie, but seem to have got a little out of my depth. I'm not knowledgeable on medical topics or medical research, and am a little concerned that I might misrepresent her work. I don't suppose that you might be able to have a look over User:Worm That Turned/Angela Hartley Brodie at some point, feel free to make any edits you like, especially to the works section. I'm not precious at all. I'm planning to hist-merge my userspace draft into the main article on Tuesday, so that she will meet DYK criteria - I cannot think of many people more deserving of a front page mention. Hello Sydney

I have been wondering if you were still a WiR at Cochrane. Is that still the case ?

I was reading the applications forms we received as part of the Wiki Loves Women projects. We opened 4 positions for African editors or user groups to join for this liberation project. We got propositions from people and groups who are already rather active wikipedians, though not necessarily oldbies. Unless wrong, none of them have experience of what it is to be a WiR (and I take it that it encompasses pretty different roles depending on countries and organizations). In our case, the WiR will not be insiders in ONE organizations, but are largely tasked to start by identifying content partners. Then identify content that could be shared on wikimedia projects. And their role include probably way more training and outreach in the general public than most WiR in developped countries with good user base do. But still... I am not quite sure they really grasp what a liberation project is and what a WiR is. Would you be willing to help us coach them ? Maybe that would involve having a good chat with them on Skype, a couple of emails, pointing them to some resources. It is quite open. What I mostly would like to do is to make them feel what it could be, by sharing experience with other WiR. What do you think ? Anthere (talk) 08:10, 3 March 2016 (UTC)

Hi Saccarte, As a general rule on Wikipedia we give an article the name that the person is most know by. That can be tricky for a fairly recently married women who today is most known by one name but there is a fairly long list of references using the older name. It does look like she has transitioned to using a combined maiden and married name, so I went ahead and moved the page to her married name leaving her maiden name as her middle name. If someone searches using her maiden name they will get a redirect to the page with the new name so it shouldn't be confusing. Thanks for suggesting the change. Wiki Loves Pride 2016

As a past contributor, you are invited to participate in the third annual Wiki Loves Pride campaign, which runs through the month of June. The purpose of the campaign is to create and improve content related to LGBT culture and history. How can you help?

  1. Create or improve LGBT-related Wikipedia pages and showcase the results of your work here
  2. Document local LGBT culture and history by taking pictures at pride events and uploading your images to Wikimedia Commons
  3. Contribute to an LGBT-related task force at another Wikimedia project (Wikidata, Wikimedia Commons, Wikivoyage, etc.)

Looking for topics? The Tasks page, which you are welcome to update, offers some ideas and wanted articles.

This campaign is supported by the Wikimedia LGBT+ User Group, an officially recognized affiliate of the Wikimedia Foundation. Digital Anthropology research

Hello FloNight, My name is Stephanie Barker and I am a student at the University of Colorado Boulder. I am currently enrolled in a Digital Anthropology class, which attempts to answer how the digital world affects culture and how culture affects the digital world. For my final project I am doing an ethnography on women Wikipedia users and as a member of the WikiProject Women page I was hoping I could ask you some questions about your experiences editing Wikipedia pages. 1. Have you ever been locked into an intense editing war? If yes, please explain the situation to me. 2. How did you become interested in editing Wikipedia pages and did you have any initial fears/hesitations when you started editing pages? 3. If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either

  • make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or

We'd like your opinion

An editor reduced a BLP down to a stub, deleting what he or she considered "coatrack" and trivial details, and it is clear from the resulting discussion on the talk page that different editors have very different ideas of what should be included in a BLP. Would you be willing to skate over there, take a look at the discussion (which isn't as yet overly long) and give your opinion on what sort of details WikiProject Biography prefers included and/or excluded from BLPs? Rape shield laws article: Proposal to move section regarding publication bans to "Publication bans" article

Hello,

I want to move a section of the Rape shield article to another article. This Wikipedia article is incorrect as it suggest rape shield laws include publication bans. In fact, the Publication bans article deals with prohibitions on the disclosure of a victim's identity.

Rape shield laws are: "statutes which restrict or prohibit the use of evidence respecting the chastity of the victim or other sexual offence" - Black's Law Dictionary

Extended confirmed protection

Hello, FloNight. This message is intended to notify administrators of important changes to the protection policy.

Extended confirmed protection (also known as "30/500 protection") is a new level of page protection that only allows edits from accounts at least 30 days old and with 500 edits. The automatically assigned "extended confirmed" user right was created for this purpose. The protection level was created following this community discussion with the primary intention of enforcing various arbitration remedies that prohibited editors under the "30 days/500 edits" threshold to edit certain topic areas.

In July and August 2016, a request for comment established consensus for community use of the new protection level. Administrators are authorized to apply extended confirmed protection to combat any form of disruption (e.g. vandalism, sock puppetry, edit warring, etc.) on any topic, subject to the following conditions:

  • Extended confirmed protection may only be used in cases where semi-protection has proven ineffective. It should not be used as a first resort.
  • A bot will post a notification at Wikipedia:Administrators' noticeboard of each use. MusikBot currently does this by updating a report, which is transcluded onto the noticeboard.

Please review the protection policy carefully before using this new level of protection on pages. Thank you.

The editor in question has done a bit of work related to the Women's football / soccer task force and thereby Women in Red. I am confused by the perpetual block of an editor who has demonstrated constructive edits and creation of new articles in addition to this revert of my comment by an admin. In light of the recent compromised accounts, you are encouraged to add this additional layer of security to your account. It may be enabled on your preferences page in the "User profile" tab under the "Basic information" section. For basic instructions on how to enable two-factor authentication, please see the developing help page for additional information. Important: Be sure to record the two-factor authentication key and the single use keys. If you lose your two factor authentication and do not have the keys, it's possible that your account will not be recoverable. Furthermore, you are encouraged to utilize a unique password and two-factor authentication for the email account associated with your Wikimedia account. This measure will assist in safeguarding your account from malicious password resets. Comments, questions, and concerns may be directed to the thread on the administrators' noticeboard. A new user right for New Page Patrollers

Hi FloNight.

A new user group, New Page Reviewer, has been created in a move to greatly improve the standard of new page patrolling. The user right can be granted by any admin at PERM. It is highly recommended that admins look beyond the simple numerical threshold and satisfy themselves that the candidates have the required skills of communication and an advanced knowledge of notability and deletion. Admins are automatically included in this user right.

It is anticipated that this user right will significantly reduce the work load of admins who patrol the performance of the patrollers. However,due to the complexity of the rollout, some rights may have been accorded that may later need to be withdrawn, so some help will still be needed to some extent when discovering wrongly applied deletion tags or inappropriate pages that escape the attention of less experienced reviewers, and above all, hasty and bitey tagging for maintenance. User warnings are available here but very often a friendly custom message works best.

Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
