There is a rule in Russian wikipedia, which is a Russian racist thing, that implies that Ukraine is not a country, but just a part of Russia - it shows that it is correct to say not "in Ukraine" but "on Ukraine". According to the rules of the Russian language: "on *some territory*" refers only to areas of the country, not to a separate country.
