Decline reason:

The disruptive editing extends far beyond mere vandalism. You must present a much stronger case demonstrating that you understand how your editing has been problematic, including block evasion and refactoring the comments of others (on an unblock request, no less!). "I don't know how wikipedia works" is not a valid defence. Frankly, competence is required. If you can't follow the rules, or if you won't follow the rules, then you may not edit. One of the rules is, when you're blocked, you can't edit: not with this account, not with any other account, not while not logged in.
