I am proposing that the temporary restrictions on such DYKs, which were imposed in September 2012, should be lifted and have set out a case for doing so at Wikipedia talk:Did you know/Gibraltar-related DYKs. Categories

In reply to your email: There's a difference between article categories, which are a navigational aid for readers, and community categories like WikiProject categories or the ones for your GLAM project. The latter should go on talk pages, often as part of banners at the top of the talk page (such as the {{WikiProject France}} banner on Talk:The Little Prince).
