I'm not certain if the kpst.biz site is genuine -- most TV stations in the use use ".com" or ".tv"; also, the kpst.biz site has very little material related to the station, including alot of "lorem ipsum" text. Furthermore, according to kpsttv.com:

PUGET SOUND TELEVISION, LLC IS THE LEGAL OWNER OF THE FOLLOWING COPYRIGHTED INTELLECTUAL PROPERTY: KPST, KPST-TV, PUGET SOUND TELEVISION, KPSTTV.COM, KPST.TV, KPST-TV.COM, PUGETSOUNDTELEVISION.COM, PUGET SOUND TELEVISION PRODUCTIONS, PUGET SOUND TELEVISION STUDIOS

Finally, the name "North Pacific International Television" is merely the licensee name, which is commonly different than the owner's name.
