I thought you had a really good start, and I could tell you have done a lot of research so far. I'd like to hear a little bit more about current issues involving education in Kentucky if there are any. This is a well done and comprehensive beginning of the article. Some of it may be a little too close to opinion rather than fact, such as your statement about "southern stigma." Also, I believe you can use the SAT for college entrance as well, although ACT is mandated for students to take. Your next step should be to integrate what you've done into the prior article on the same topic, Education in Kentucky. Generally, Wikipedia only has one article on a single topic, so in cases like this, we have to merge the overlapping articles into a single one.
