Wikipedia articles must include reliable sources which are independent of the subject to support their material and provide evidence of notability. Oettingen appears to be a co-author of the listed references, so they aren't independent of the subject. The German page seems to have originally not included those references; I can't read German, so I can't see if there's been any discussion, but it was presumably created outside of an AfC-like process and may not have seen much scrutiny yet.
