Jose Rafael Ducos Bello: Click the button in the template that says "Contest this speedy deletion". That will take you to Talk:Jose Rafael Ducos Bello to say why you think it should not be speedy deleted. But basically - you need to find a lot more like that Washgington Post reference, and write it up as a short article focusing on what he did that has been mentioned in the press. For the article to be safe, you will need at least two articles substantially about him (not the scandal). Drmies' suggestion of AfC is a good one, because the reviewers there will critique the draft article for you. ...... Oops, too late, already deleted. AfC would be the best way to go now.
