Function overview: DPL bot currently tags articles with 15 or more dablinks. All articles with 15 or more dablinks have been fixed, so I'm requesting to move the threshold to 8 or more dablinks.

Function details: There will be no change to the current functionality listed here, except the threshold for tagging articles will be lowered from 15 to 8. The number has been chosen because all the 15-dablink articles have been fixed, and this threshold gives the DPL project a manageable number of articles to work on.
