Function details: As a result of a discussion (User talk:Basilicofresco#FrescoBot Better source tag), Basilicofresco updated their bot to tag circular references with {{circular reference}}, rather than {{better source}} - this task would convert the old better source tag that have "per WP:CIRCULAR" as the reason to use {{circular reference}} instead.
