Edit period(s): Every now and then [roughly daily for the next month or so], when {{Infobox journal}} is updated, or that a category like Category:Articles with missing ISO 4 redirects has had a lot of work done on it.

Function details: See overview. I might unleash it on similar categories, e.g. those populated by {{Infobox magazine}}, if they exist in the future. I it already as the bot flag, so a speedy approve is probably appropriate, but I figure I'd do a proper BRFA just to get the official stamp of approval to do this before I start doing it.
