Second part is a two-parter:

Replace == *References *== → == See also ==\nList of United States Post Offices\n\n== References ==
Remove potential duplicate "See also" sections using == *See also *==([\s\S]*)== *See also *==\n → == See also==\n$1

Note that in the replacement text I used \n, but this is just for keeping this nom easier to read. I'll be using actual hard returns.
