New top level section vs. subsections

Hi all, just working on the N26 page and want to present the works council election story. As it's probably several paragraphs, I was wondering if it would be better to add it as a subsection of N26#History or rather justify a new top level section, after N26#Security. In the German version, there is a separate top-level section de:N26_(Direktbank)#Kritik that contains both security issues as well as the works council election. In my opinion, a Wikipedia:Criticism is misleading/subjective and characterization of Works council as criticism is reductive. I do agree its own section would make sense, and it could be something like N26#Works council, with an additional brief mention in the history section would make sense. Generally you can use both english and german sources, though English is preferable where it exists. Some examples I found include Berliner Zeitung (english) CNBC, Sifted, fintech futures and City AM Shushugah (talk) 16:26, 20 February 2021 (UTC)[reply]
