There have been two problems with this account: the account has been used for advertising or promotion, which is contrary to the purpose of Wikipedia, and your username indicates that the account represents a business or other organisation or group or a web site, which is also against policy, as an account must be for just one person. Because of those problems, the account has been blocked indefinitely from editing.
If you intend to make useful contributions about some topic other than your business or organisation, you may request an unblock. To do so, post the text {{unblock-spamun|Your proposed new username|Your reason here}} at the bottom of your talk page. Replace the text "Your proposed new username" with a new username you are willing to use. See Special:CentralAuth to search for available usernames. Your new username will need to meet our username policy. Replace the text "Your reason here" with your reason to be unblocked. In that reason, you must:
Convince us that you understand the reason for your block and that you will not repeat the kind of edits for which you were blocked.
Describe in general terms the contributions that you intend to make if you are unblocked.
If you believe this block was made in error, you may appeal this block by adding the text {{unblock|Your reason here}} at the bottom of your talk page, but you should read the guide to appealing blocks first.
This user's request to be unblocked to request a change in username has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without a good reason (see the blocking policy). Do not remove this unblock review while you are blocked.
This was my first attempt at adding content to wikipedia. I was asked by the Director of the UCPCOG to get some content added on wikipedia as the search presented no information on the Upper Coastal Plain Council of Governments. There are related pages such as Regional Councils of Government, and various individual other COG locations such as Region J. Which are all part of Regional, State and Local non-profit Government organization that assist counties in their specific region and individuals as well as businesses get the help they need to succeed through grants and other means of funding and various other programs. There is no profit to be made here in any way shape or form for the UCPCOG or myself. It was never my intention to use wikipedia for advertising or spam as I have absolutely NO PERSONAL interest in the UCPCOG other than, its my job. I want to contribute to wikipedia on behalf of the Region L Council of Governments and I will be very careful as to the content of the editing I do from now on. Although, I hope in the future that I will at least be given a chance to rectify the situation before being blocked and without an explanation as to what i did wrong. Also in the comments below it is stated that advertisement is not allowed for a business or organization and I am somewhat confused. Looking at some existing pages on wikipedia and while searching for Upper I see Upper Deck Company, it is about a for Profit Decking Company with links to his personal website., if a non profit government organization is blocked for "advertisement" or spam because it is a business or organization. I guess I need some clarification on that one still. Thank you for your assistance in this matter.Upper Coastal Plain Council of Governments (talk) 21:13, 1 November 2018 (UTC)
Decline reason:
As you state that you work for the organization, you are required by Wikipedia's Terms of Use to comply with the paid editing policy; you also need to comply with the conflict of interest policy. If you are only here to write about your organization, you will not be unblocked. If you want to be a general Wikipedia contributor and edit about subjects where you do not have a conflict of interest, please state what those are. I am declining your request. 331dot (talk) 21:28, 1 November 2018 (UTC)[reply]
I would add that Wikipedia is not for merely telling the world about your organization. That is something you should do on a website owned by the organization, or on social media. As an encyclopedia, Wikipedia is only interested in what independent reliable sources state about article subjects that are notable as Wikipedia defines it. In this case, that would be defined at WP:ORG. Wikipedia has no interest in what an organization wants to say about itself; Wikipedia is only interested in what third parties state. 331dot (talk) 21:28, 1 November 2018 (UTC)[reply]
Just in case, more information might be here. I might add that your comment that Wikipedia has other articles that are similar usually gets the response WP:OTHERSTUFFEXISTS. I took a quick look and the examples you gave seem to be well-sourced, just based on a quick look. The sources don't always seem to be independent, but articles that were created a long time ago weren't evaluated as carefully. — Vchimpanzee • talk • contributions • 19:21, 5 November 2018 (UTC)[reply]
